2003-2004 Annual Report
Summary:
The Governance Implementation Task Force reviewed progress
made in the development and deployment of ACHE chapters,
a proposed methodology for determining Council of Regents
Representation, a proposed plan for Realignment of ACHE
Districts and managing the District Liaison Assignments
of Governors, and the formation of a proposed Committee
on Chapters.
REPORT
The Governance Implementation Task Force was established
to oversee the activities of ACHE staff in implementing
the recommendations of the 2000-2001 Governance Task Force
and to consider further efforts needed to implement the
direction of that report. The task force met on September
15, 2003. A summary of the task force’s activities
follows:
PROPOSED COUNCIL OF REGENTS REPRESENTATION
The task force reviewed an issue briefing on the methodology
used to determine the representation of ACHE voting jurisdictions
on the Council of Regents, modified, and approved a series
of recommendations for consideration by the Board of Governors
and the Regents (Attachment
1, in PDF format).
REALIGNMENT OF DISTRICTS AND GOVERNOR’S DISTRICT LIAISON ASSIGNMENTS
The task force reviewed an issue briefing that presented
alternatives for the assignment of Governor’s to
Districts for liaison purposes, modified, and approved
a series of recommendations designed to build on the at-large
structure of the Board of Governors. The recommendations
were made to gain the advantages of diverse viewpoints
and perspectives on the Board of Governors while maintaining
the advantages of continuity in existing District liaison
relationships (Attachment

PROPOSED COMMITTEE ON CHAPTERS
The task force members reviewed a staff proposal for the creation
of a Committee on Chapters (Attachment
3, in PDF format), approved the concept, and directed
staff to prepare a Scope and Function document for the approval
of the Board of Governors (Attachment
4, in PDF format).
