    About the author: Bruce J. Fried, PhD, is associate professor and director of the residential master’s degree program in the Department of Health Policy and Administration in the School of Public Health at the University of North Carolina, Chapel Hill. He teaches in the areas of human resources management, international and comparative health systems, and globalization and health. Dr. Fried is also coeditor of and contributor to World Health Systems: Challenges and Perspectives.
