Creating a Performance Management Office

In 2004, the NYU Medical Center created a Performance Management Office (PMO) with the main goal of transforming the culture around performance improvement, project management, accountability and results. The first step was to streamline and consolidate current measurement and reporting into one central area so one can manage the performance of the organization as a whole. A structure and process also needed to be in place for holding respective managers accountable for results and implementing corrective action to improve performance.

This infrastructure consisted of two main functions: The Performance Scorecard and Key Performance Indicators. The organizational performance scorecard captures the highest level of performance metrics or global indicators that drive NYU performance across four areas: quality and satisfaction, growth, operational and financial. The scorecard has proven to be an effective tool in assigning accountability for performance at all levels of the organization. It is reviewed weekly by senior leadership and monitors the overall state of the business with the ability to trend recent performance and forecast month-end results.

The second function of the PMO is the Key Performance Indicators (KPIs), which are monthly/bi-weekly reports that track progress against targets for performance improvement and departmental initiatives by measuring throughput, utilization, productivity and efficiency. An example of a KPI is the Labor Productivity Tool, which is an automated (Web-based), volume-adjusted tracking tool that provides management with a timely mechanism for monitoring labor utilization and controlling associated expense. This tool compares actual FTEs and labor expense to targets (budgets) on a bi-weekly basis. When this Tool is supported by a rigorous analysis and corrective action planning process, the management of labor becomes a dynamic driver of operating results.

You Will Learn:

  1. How to develop a performance scorecard that will support the timely and effective implementation of change and realization of results
  2. How to implement a labor management process that fosters accountability in the improvement of productivity levels
