Cynthia W. Shiu-Lee is the system vice president of strategy and business development for Sutter Health and has served the organization collectively for over 18 years. During this time, her responsibilities have included corporate development, long range strategic and financial planning, and the development and implementation of systemwide clinical service lines.  
Prior to returning to Sutter, Ms. Shiu-Lee held the position of vice president of delivery system strategy and business development for Kaiser Foundation Hospitals and Healthplan, Northern California Region where her responsibilities include capital allocation and budgeting, delivery system strategy and supporting annual rate setting and growth strategies. In addition, Ms. Shiu-Lee led her own healthcare strategy consulting firm and worked with a variety of clients in board development, care delivery strategy, joint venture development, physician alignment and medical group development. She has more than 25 years of experience in go-to-market physician and clinical strategy, merger and acquisition work, and network development. 

In 2018 she was accepted and is now an alumnus of the Carol Emmott Fellowship a nationally recognized women executive leadership program in healthcare. She holds a bachelor’s degree in social work and an MPA in healthcare from the University of California at Berkeley. She and her husband have been married for almost 30 years and have three sons.
