Biography
Luming Li is currently responsible for medical staff and pharmacy services as well as clinical quality and safety for the Harris County local mental health authority. She also continues to maintain active outpatient medical practice as a board-certified psychiatrist.
Dr. Li completed a 7-year BA/MD program at the Rutgers Robert Wood Johnson Medical School and residency training and an MHS at Yale School of Medicine. She is a national thought leader and advisor on medical leadership, psychiatric practice and quality of care. She current serves as co-chair of the Medical Directors Institute at The National Council, technical expert for the Electronic Clinical Quality Measure (eCQM) Development and Maintenance program through CMS and Serious Mental Illness Training and Technical Assistance Center (SMI-TTAC), president-elect for the American Association of Psychiatric Administrative Leaders, vice president for the Houston Psychiatric Society, member of the Scientific Programming and Innovation Committees at the American Psychiatric Association and a member of the Value-Based Payment and Quality Improvement Advisory Committee, appointed through the Texas Health and Human Services Commission. She holds faculty positions at UTHealth Houston and Yale School of Medicine and has written more than 35 articles, book chapters and peer-reviewed journal articles. She is a Fellow of the American College of Health Executives, an Associate Certified Coach, Senior Fellow of the American Leadership Forum and a Houston Business Journal 40 Under 40 awardee.
