CMS Update: Final Rule Establishes Appeals Process for Patient Reclassification
The Centers for Medicare and Medicaid Services released a final rule establishing appeals processes for eligible inpatients reclassified as outpatients during hospital stays. The rule applies to certain people with traditional Medicare who are initially admitted to a hospital as an inpatient and are subsequently reclassified by the hospital as an outpatient, receiving observation services during their hospital stay and who meet other eligibility criteria. This final rule implements a federal court order that directed CMS to establish this appeals process. Details can be found in this fact sheet.
Input Needed for ACHE’s New Strategic Plan
ACHE’s Strategic Plan is designed to leverage the organization’s role in fostering a leadership workforce capable of addressing the challenges facing the field now and in the future. The plan builds on the hallmarks of ACHE’s commitments to integrity, lifelong learning, leadership, and diversity and inclusion, and amplifies aspirations in service to members, the profession and the field.
The ACHE Board of Governors annually examines the Strategic Plan, with a continuing focus on meeting the evolving needs of members and the healthcare field. In 2024, the Board engaged in a “deep dive process” with The Chartis Group LLC to create a new Strategic Plan that ensures ACHE remains relevant to leaders.
The draft 2025–2027 Strategic Plan and Map focuses on ACHE’s work to advance and innovate health while driving toward safety and health equity, grow and strengthen its professional community of leaders while providing value nationally and locally, and expand its reach and impact by helping leaders reach their highest potential.
The plan is meant to be dynamic, ensuring its ongoing relevance. The Board will measure ACHE’s progress toward achieving its strategic imperatives by monitoring key metrics within each area and adjust the plan to ensure that ACHE can best fulfill its vision and mission.

Pass the BOG Exam in 2024, Be Eligible for Convocation
If you take the Board of Governors Exam and pass it by Dec. 31, you will be eligible to participate in Convocation at the Congress on Healthcare Leadership in March.
The Exam tests a well-defined, broad-based body of knowledge representative of professional practice in healthcare management. After passing the Exam, new Fellows are invited to join in the Convocation ceremony.
